How do you authorize an org to receive inbound change sets?

Go to the target org, Setup > Deployment Settings, Edit the source org, Select 'Allow Inbound Changes'

To authorize an org to receive inbound change sets, you configure the target organization to trust the source organization. In Salesforce, inbound change sets are sent from a source and delivered to the target, and the target controls which sources are allowed. Open the target org, go to Setup, then Deployment Settings. Edit the entry for the source org and enable the option to allow inbound changes. Once this is enabled, change sets from that source can be deployed into the target.

The other paths misplace where the authorization is configured (they imply editing the source org or using unrelated deployment options) and don’t reflect the actual Deployment Settings flow used to authorize inbound change sets.

Go to the source org, Setup > Deployment Settings, Edit the target org, Select 'Allow Inbound Changes'

Go to the target org, Deployments, Enable Inbound
